Secretary Miller stated that Maryland 'had an opportunity earlier and they decided not to go forward with it' regarding the American Legion Bridge, and described Maryland as having 'huge budget issues, economic issues and a lack of desire to get it done.' He also stated that 'even some of our friends in Northern Virginia have just delayed and delayed and delayed really moving this project forward' regarding the Southeast Express Lanes project. No named Virginia legislators disputed Miller's characterization during the hearing.

I'm going to announce our subcommittee chairs and membership and we have a presentation from our Secretary of Transportation, Shep Miller. But starting out the new session, if people would let maybe we could go around the room and have members introduce themselves just to. We have a few new members.
