I know we're moving quickly today, so I'll just frame it very briefly. Problem. There's a lot of development deals across Virginia where we can get thousands of housing units in localities, say, for 1, 2, 3% of the deal that we just can't close, mainly due to infrastructure. Infrastructure I'm talking about is water distribution, wastewater, stormwater. What this would do is create a pilot program to allow the commonwealth to start to experiment with maybe covering those costs in certain cases at the discretion of dhcd, who has the knowledge in order to do so. Because it's a pilot, we're limiting it to two planning districts, ones that require a lot of extra infrastructure in order to make deals work. And this means.
