House will come to order. Members, please take your seats. Sergeant Holmes, The House is now in session. All persons not entitled to the privileges of the floor, please retire to the gallery. The members will be led in prayer by Bishop Ernest L. Moore, Jr. Destiny Community Church, Richmond, and remain standing for the Pledge of Allegiance to the flag of the United States of America, which will be led by the delegate from Alexandria, Delegate Herring. Let us pray. Eternal God, source of wisdom, justice and peace, we offer gratitude for this day and for the sacred responsibility of public service. Across many traditions and names. We acknowledge the shared call to build a commonwealth where all peoples may thrive. Grant this House of Delegates clarity of mind, integrity of heart and courage of conscience. May every decision be guided by truth, every conversation shaped by respect, and every policy rooted in the compassion for the common good. Allow them to hear the cry of the vulnerable, uplift the oppressed and inspire leaders to pursue justice with humility. May this work strengthen peace, dignity and hope for all who are called to Virginia and call Virginia home. Amen.…
