The Senate Elections & Government Affairs Committee took up five bills covering election security, auditor background checks, a Diwali ceremonial day, federal worker shutdown relief, and election code modernization. Senator Richardson pressed Senator Lockman on who would enforce the bill on the ground — state police or local jurisdiction — and expressed concern that the technical aspects of enforcement are subjective rather than truly technical. Senator Lockman acknowledged she would need to go back and check on the enforcement jurisdiction question. Senator Richardson also asked whether the bill limits what a candidate can do at a polling place; Senator Lockman said she would need to look into that and hesitated to give an affirmative answer.
“To a degree in code, such protections already exist for certain individuals at polling places. This expands protections to anyone at or near a polling place. So that's the difference. That includes voters and campaign volunteers, anyone at that Department of Elections office or any meeting of the Board of Canvas when an election is occurring or when ballots are being counted or certified.”
