Senate Health & Social Services Committee Meeting

Wednesday, March 18, 2026·2h 55m·▶ Watch / Listen

The Senate Health & Social Services Committee held an extensive hearing on SB 1, a sweeping primary care investment and hospital price cap bill that would expand on SB 120 by adding Medicaid and state employees to coverage requirements and imposing a 250% of Medicare reference-based price ceiling on hospital services. No vote was taken on SB 1; the hearing drew sharp conflict between hospital systems warning of hundreds of millions in revenue cuts and primary care physicians, insurers, and state officials arguing the status quo is financially unsustainable for patients and providers alike.

Controversies

DHA's public campaign vs. Senator Siegfried and Senator Townsend

Senator Seigfried called the Delaware Healthcare Association's 'campaign of fear threatening the elimination of 4,000 employees' 'disgraceful,' said using staff as 'pawns' was 'unacceptable,' and demanded an apology. Senator Townsend stated that 'passing out to legislators maps of their districts with little dots of where healthcare workers live is a particularly craven way of approaching health policy.' Brian Frazee had referenced potential job impacts in his testimony but did not respond to the apology demand on the record.

Yesterday was my six year anniversary because I believe that there is an opportunity to improve the quality of health care while reducing the cost. And that is the journey that BB Healthcare has been on unlike in the past when I've spoken to you, I am not speaking actually on behalf of the Delaware Healthcare Association. That's Brian's job. My job is talk to you specifically about the potential impacts of SB1 on BB healthcare. It's been a challenge and you might ask why has it been a challenge. And I hope I can take a few minutes to speak about this with of course the experts”
