Rep. Johnson argued Amendments L19, L016, and L017 were needed so parents of medically complex children who cannot hold traditional jobs could access trust funds for medical care, stating some children may not survive to the age of majority. Rep. Garcia countered that parents already retain 60% of earnings and it is their responsibility to cover medical needs, adding that making content exploiting a child's illness 'just seems backwards.' Rep. Marshall argued courts already have the ability to access a trust for the beneficiary's benefit. Rep. Espenoza argued Colorado has no statutory definition of a Coogan Trust, making the amendment confusing. Rep. Lukens asked for no votes on all three, saying each creates a loophole.
