Dr. Lindsey Compton and bill sponsors argued affirmative opt-in is necessary for meaningful provider control and stated NCOIL 'in November switched some of their language and other model legislation to the opt in,' while Dan Jablan (ACLI) countered the NCOIL network leasing act 'was re adopted without amendments' in 2025 reaffirming opt-out, and Bianca Bilally (NADP) stated it 'was readopted as an opt out in November of 2025' and 'no other state has adopted this affirmative consent approach.'

We wanted to welcome Representative DeGraff and Representative Smith who are subbing in today. We have a full load today, so we are going to limit testimony to two minutes per witness and questions to 10 minutes for each panel. Appreciate everyone's patience with us today. I also wanted to make a quick announcement that the members on the committee have gotten a few educational memos from our amazing fellow nonpartisan fellow. Those should be passed out today.
