Representative Yule Brown noted that a staff recommendation suggested 'including statutory language that requires appropriations be no less than the current statutory transfer' and asked where that language was in the bill. Staff identified as 'Ms. Bickle' responded that it was not in the bill because the committee had voted not to include those manipulations.
