Controversies

HB 1063 – County vs. state licensing of behavioral health secure transportation

CDPHE's Alexandra Hawes opposed moving licensing to the state, arguing counties are best suited to regulate BHST, there are no national standards for state-level BHST licensing, and BHST is not equivalent to ambulance services. Representative Bradley further argued against CDPHE taking on the role, citing multiple recent CDPHE audit findings including gaps in required surveys, fee calculation errors, and federal reporting compliance issues, stating 'If we have a big mess and then we put it in a state department that has three messes that I just pulled up really quickly, then patients pay the cost to this.' Multiple county witnesses and bill sponsors countered that CDPHE had successfully implemented ambulance licensing as a precedent and that centralization would create consistent standards and accountability.

Sign language interpretation for the deafblind community is essential to ensuring meaningful access to opportunities and service. When interpretation services are inaccurate, people are deprived of the information they need to navigate society. This bill seeks to ensure that sign language interpreters are qualified for their positions so we can ensure that accurate information is being translated to the community. Since 1991, members of the deaf and hard of hearing community in Colorado have been advocating for the state to create a licensing process for sign language interpreters.
