Controversies

Whether honey and beeswax should be added to HB 26-1031

Chris Bork testified in an amended position requesting the bill be amended to include honey and beeswax, citing known fraud in the honey industry. Representative Smith asked the sponsors whether they would consider such an amendment. Representative Martinez said the beekeeping industry is 'very nuanced' and he 'can't commit one way or another until I look at it.' Representative Soper said honey and bees are 'very difficult' to categorize and noted the challenge of distinguishing raw from processed agricultural products, and no amendment was brought forward.

Notable Quotes

“We've seen increasing challenges with disease threats and incursions in the United States and here in Colorado. Many of you have heard me talk about highly pathogenic avian influenza. We've had the largest foreign animal disease outbreak ongoing since 2022 that has now impacted over 11 million domestic poultry in our state, as well as impacted 75% of our dairy herds in Colorado.”

Dr. Maggie Baldwin, State Veterinarian and Director of the Animal Health Division, Colorado Department of Agriculture — Baldwin was explaining the scale of disease threats facing Colorado livestock as justification for expanding the Livestock Disease Indemnity Fund beyond its current indemnity-only scope under HB 26-1067.
