Definition of 'news organization' in Amendment L22 to HB 1058

Senator Kadiz Wallace asked how 'news organization' is defined in L22 and whether the definition cross-references another statutory definition. Senator Ball acknowledged he would have to check on whether it uses the same language as other statutory definitions and was unable to answer immediately. Josh Schultz (Legislative Legal Services) clarified the definition is on page 3 of the bill (added in the House) and confirmed it is nowhere else in statute, making it new to the CRS. Senator Ball stated he would follow up with Senator Wallace on the matter separately.

Notable Quotes

“Flat fee contracts put an attorney's incentives directly at odds with that of their client. The more a client wants to challenge their case, the less an attorney makes. The more meetings a client with a mental health issue or a disability might need to understand their case, the less money that attorney is earning to pay their staff, and the more time a lawyer spends reviewing discovery, body camera footage and digital data, the less time they have for their retained cases.”

Bonnie Hoffman — Hoffman testified in support of HB 26-1134, which includes a restriction on flat-fee contracting for indigent defense counsel in municipal courts.

Here. Wallace. Present. Zamora Wilson. Present. Robert. Here. Mr. Chair. Here. All right, everyone is present. We'll begin by noting a few logistics. We have three bills on our agenda. They are 1134, 1089 and 1058, all House bills. Also, Vice Chair Roberts had notified me he has a number of bills to present. I think three of the four bills in the Agriculture Committee. So if he is out of the room, that is why, given that I will be presenting the first bill, 1134, and given that Senator Roberts needs to pop right upstairs to present other bills in another committee, I'm going to ask Senator Wallace to preside over the first bill, first part of this hearing, and then we'll get going. Thank you, Mr. Chair. We'll give you a minute to get down. Senator Weissman, we would love to hear about 11:34, sir. All right, thank you, Madam Chair and committee. I want to start by noting that I am covering for my co prime, Senator Amabile, today.…
