A committee member proposed an additional $10 million reduction in RAE incentive payments above a prior cut already taken, arguing it could be targeted to the physical health side. Rep. Taggart countered that the RAE in his western Colorado region is already on a razor-thin margin with capitation rates and reimbursements miles apart, and stated flatly: 'mine can't afford it.
