Representative Luck argued the change giving LCS discretion over the public meeting was a policy decision outside the committee's authority and that LCS's practice of telephone conversations means 'there wouldn't be any sort of written record for the public to access.' Committee member Morris agreed the change 'does appear to me to be a substantive change' not clearly within the committee's purview. Vice Chair Espenoza countered that the provision was potentially 'obsolete in the sense that the practice already allows for what the purpose of the meeting was in the statute.'
