Judah. Present. Mr. Chair. Here. Members, first order of business is a confirmation hearing for the Health Facilities Authority. If those folks want to join us up at the desk. Perfect. Start us off. Great. I'm Melanie Layton with Colorado Legislative Strategies and I'm a contract lobbyist. One of our clients is the Colorado Health Facilities Authority. I have represented them since 2000. A little about COFA. They were established by the legislature in 1977. The primary mission is to help public and nonprofit healthcare institutions access lower cost capital by issuing tax exempt bonds. It's important to note while COFA was created by statute, it is not a state agency receives no state funds and its obligations do not constitute debt for the state of Colorado.
