Controversies

Use of ad valorem (property tax) revenue for housing

Senator Rich asked why the property taxes of homeowners should be used to degrade the value of their own homes through high density housing. Senator Roberts replied that he disagreed with the premise of the question and argued the bill does not mandate anything but gives local officials flexibility to use already-collected revenue.

Notable Quotes

“Once implemented, there's no practical way for taxpayers, property owners or local governments to evaluate success or correct course. And I think potentially could end in orphaning taxpayer funds from qualified taxpayers. Good policy should include transparency, accountability and safeguards against unintended consequences. This bill lacks those protections and asks the public to trust a system with no built in proof that it will deliver better housing outcomes.”

Tila Forehand, public testimony, opposed — Forehand, a resident of Silt and CFO of a construction company, testified in opposition to SB 26-001, arguing the bill gives broad authority to government entities without measurable outcomes or independent oversight.
