Richard Marin, representing LLAMA, argued HB 26-1340 'is simply unnecessary' because the existing statute already requires revegetation and applicants in a decree are obligated to comply. Katherine Kada, representing the Lower Arkansas Valley Water Conservancy District, directly rebutted: 'There is no enforcement mechanism in the statute as it exists. The language of the statute says that the court must consider conditions that are designed to accomplish revegetation, but there is no teeth included.'
