The House Finance Committee advanced HB 1224, a bill strengthening transparency and fairness requirements in mobile home park sales, to the Committee of the Whole with a favorable recommendation after adopting two amendments. No opposition testimony was offered; the bill passed 7 to 4.
Lorena Garcia asked how the 51% approval threshold under L003 is proven and whether resident identities are confidential or disclosed to landowners. Andrew Boesenecker responded that the process mirrors the type of vote that happens in a park purchase, that resident identities are not disclosed, and that votes can be made in confidence. No explicit disagreement was recorded; Garcia asked a clarifying question and Boesenecker answered.
“This bill is about a simple principle. If residents are going to be told they have a chance to compete to buy in their community, that chance should be real. Too often residents are trying to organize, inspect a property, understand their finances, and line up financing while competing against large buyers who do this every day.”
