We're going to Hear House Bill 1276, Reps. Velasco and Garcia, whoever would like to begin. Also, because of the amount of witnesses we have today, we're going to do two minute testimony, 15 minute question panels. Whoever would like to begin. Rev. Velasco thank you so much, Mr. Chair. Garcia and this is a much needed continuation of the work that we began with 276 Senate Bill 276. But we know that this work has been done since 10 years ago.
