The Senate State, Veterans, & Military Affairs Committee killed SB 26-030, a bill that would have redirected Keep Colorado Wild Pass revenues above $36 million to a grant program helping counties maintain roads accessing state parks and wildlife areas. After the committee passed an amendment establishing an advisory board, it voted 1-4 to postpone the bill indefinitely.

Controversies

Whether Keep Colorado Wild Pass overage funds constitute a surplus available for redirection

Senator Baisley and bill proponents described the funds above $36 million as 'overage' and 'extra money,' while Brady Robinson countered that 'this isn't really a surplus' — arguing anything above $36 million 'was statutorily directed to fund the next generation of conservation and recreation priorities, including trail development at Fisher's Peak State Park, the State Wild Trail Program, and implementation of the Outdoor Opportunity Act.'

Brady Robinson — Robinson, a Boulder Open Space Board of Trustees member, argued against the bill's framing that Keep Colorado Wild Pass revenues above $36 million represent discretionary overage available for redirection to county road maintenance.
