Who would like to tell us about the bill? Representative smith. Thank you, Mr. Chair. And I am pleased to present this bill at your last committee meeting. Members, I appreciate the chance to present this bill to you today. This is a critically important bill that we introduced to address a technical defect in a previous bill we sponsored and passed this session. If you recall, we passed Senate Bill 16 pre previously in this committee which addressed pollution from plastic pellets, which are very small pieces of plastic feedstock that are melted down to create other plastic products because they are so small and lightweight they can be spilled at every step in the manufacturing process.
