SNAP payment error causation and staffing approach

Representative Taggart argued the Department of Human Services should identify the root causes of SNAP payment errors before hiring staff, stating 'There's nothing in here that tells us what the causation of the errors are. And just throwing six people out there to look at 200 more cases a month, I don't understand how we get there.'
