House Finance

Monday, February 9, 2026·4h 24m·▶ Watch / Listen

The House Finance Committee killed HB 26-1062 (a retirement income tax exemption) on a 4-7 vote before postponing it indefinitely, advanced HB 26-1026 (PERA service credit expansion) and HB 26-1053 (motor vehicle licensing reforms) to Appropriations, and spent the bulk of the hearing on HB 26-1036 (a local vacancy excise tax for housing), which drew roughly 60 witnesses and remained unresolved at adjournment.

Controversies

Out-year fiscal impact of HB 26-1062

Rep. PARA Zokaie challenged Rep. Ron Weinberg on how he could cite the $42.7 million revenue figure in FY 2026-27 as positive when the fiscal note showed a $58 million decrease in FY 2027-28 and approximately $565 million decrease annually thereafter. Weinberg responded that the Joint Budget Committee 'literally has the duty to shift funds every single fiscal year' and that 'that number for 27-28 could easily change.' Chair Rep. Steven Woodrow stated in closing that he did not find 'pushing it off to another year for the Joint Budget Committee to figure out' a satisfactory solution.

Notable Quotes

“I'm an attorney and words mean things. Theft is the unlawful taking of the property of another with the intent to permanently deprive that person of that property. Not all takings are unlawful. This is very similar to the concept in the law of murder in the fact that murder is defined as the unlawful killing of another with malice aforethought. Obviously, not all killings are considered unlawful. So we presume unlawfulness when we talk about theft. And taxation is not necessarily unlawful.”

Chair Rep. Steven Woodrow — Chair Woodrow offered this rebuttal after Rep. Weinberg characterized taxation of retirement income as theft during debate on HB 26-1062.

Representative Hammer thank you Mr. Chair and members of the House Finance Committee, thank you for hearing House Bill 26 1026.
