Chair Alex Valdez stated he would prefer to route HB 1051 directly to the committee of the whole given the revised fiscal note showing no appropriation required, saying 'as much as I'd like you to avoid the Appropriations Committee.' After checking with leadership, he confirmed the bill would still be routed to Appropriations, stating 'It has been confirmed by the higher ups that it will still be routed to Appropriations.
